Dunning rule, binding on all four templates below: the emails ride the payment rail's real retry dates, and no email says charges have stopped until the rail has actually stopped. Email 13 fires on the first declined renewal, 14 on the third attempt failing, 15 on the fourth. Email 16 fires only when the rail cancels.
